May Huli Ka! MMDA Launches Website to Track NCAP Violations with Improved Data Privacy

Motorists can now securely check and contest no-contact traffic violations online; mobile app coming soon

Motorists now have a faster and more secure way to monitor their traffic violations under the No-Contact Apprehension Program (NCAP), thanks to the newly launched website from the Metropolitan Manila Development Authority (MMDA).

The agency officially rolled out mayhulika.mmda.gov.ph, a website designed to help car owners and drivers track their NCAP violations more efficiently. With an added layer of security, the platform now requires not only the vehicle’s plate or conduction number but also the MV File number—found on the official receipt and certificate of registration—to access potential violations.

This added security measure brings the site in line with the Republic Act No. 10173 or the Data Privacy Act of 2012, addressing concerns raised about the older platform MayHuliBa.com, which only required a plate number to view records.

Once logged in, users can see if their vehicle has any recorded violations. From there, they can either settle the fine through MMDA’s online payment systems or opt to contest the ticket through proper channels. The system ensures that vehicle owners remain informed while keeping their personal data secure.

A Mobile App is Coming Soon

In even better news for motorists, the MMDA is working on a mobile application version of May Huli Ka. Chairman Atty. Romando Artes announced that the app is expected to launch in about one to two months. While earlier reports mentioned a possible integration with the DICT’s eGovPH app, the current direction appears to be an independent platform tailor-made for NCAP tracking.

The upcoming app promises an enhanced user experience, allowing motorists to:

  • Receive video clips of their violations
  • Contest violations directly via the app
  • Schedule appointments with MMDA representatives for dispute resolution
  • Register and manage multiple vehicles under one account

Fleet operators and drivers with multiple vehicles will benefit significantly from this streamlined process, especially with the expected rollout of SMS notifications for real-time updates on NCAP-related infractions.

As the MMDA continues to modernize its systems and improve road discipline through digital tools, motorists are encouraged to stay informed, proactive, and aware of the evolving traffic policies—both on the web and soon, on their phones.
