Before you can finally start driving around, you would need a driver’s license, which would require a student license. You can apply for your student’s license at the Land Transportation Office (LTO) branch near you.

What is a Student Permit?
An LTO-issued Student Permit, or student license, is an official document that allows the holder to drive a vehicle in the country in the presence of someone who is a holder of a professional or non-professional driver’s license.
The student permit is required in driving schools and allows you to learn about driving, traffic rules and regulations, and improve on your skill to get ready for passing your driving exam issued by the LTO as a requirement of the driver’s license. The student permit is valid for one year only.
Requirements and Documents for Student Permit
Before passing documents and applying for the permit near your local LTO branch, you must make sure that you meet these conditions as they are a requisite for application. Every so often, these requirements are changed by LTO.
- The applicant should be at least sixteen (16) years old for Filipino Citizens
- Should know how to read and write in Filipino and/or English
- Must be both physically and mentally fit to operate a motor vehicle
- Must not have unsettled traffic violation
There are different qualifications if the applicant is a foreigner. The applicant must be at least eighteen (18) years old and must have been in the Philippines for at least one (1) month and proof of stay for at least six (6) months.
If you meet these terms you can proceed on preparing your documents. These are what you would need for the application:
- Accomplished application form of driver’s license
- If you are below (18) years old, submit an original copy of your parents/guardian/s consent together with a photocopy of at least one (1) of their valid IDs.
- A medical certificate given by a licensed practicing physician.
- An original and a photocopy of the applicant’s PSA-certified birth certificate. For married women, marriage contract is required
- Any government-issued ID with photo and signature
- 15-hour Theoretical Driving Course certificate of completion
- Taxpayer’s Identification Number (TIN), if employed
If the applicant is a foreigner, here are extra documents and terms required:
- Original and the photocopy of passport with the entry date of at least one (1) month.
- Visa duration should be at least one (1) year from the date of application
- If the foreigner is born in the Philippines, submit both the original and the photocopy of the PSA-certified birth certificate.
Prepare Php 2,500 for the application fee for a student’s permit. This already includes the Theoretical Driving Course (TDC) and Medical examination fees.
If you have completed this and have all your documents ready, you too are ready for processing your papers and finally get your own student permit! Just bring all the needed documents stated above and go to any LTO branch near you to finalize the application. Easy!
Tips for the LTO Student Permit 2022 application:
- Arrive way earlier than the opening time of the office as you would already see long lines at that time. Usually, there are already long lines formed at 6 in the morning.
- Prepare for a long wait. If you went in the afternoon where lines are usually the longest and the weather would be too hot, bring a fan and handkerchief with you.
- Ensure that you have brought everything you need. You don’t want to go back for a second trip and wait again in a long line right?
- Bring food and drinks, they are allowed in LTO stations. There are stores nearby but it would be more convenient to bring your own.
